First of all they can't just make Naruto Chunin since he was born in the village he has to pass the exams like everyone else with no execptions(I could be mistaken but thats how I view the situation) besides that Naruto has a lot more things to worry about he doesn't really care about achieving chunin right now he has bigger things he's concerned with like the akastki, Sauske,orichimaru and learning to control the nine tailed beast within him.
